RATIFICATION OF KYOTO PROTOCOL

Today on 28th of January 2009 the Kazakhstan Majilis Deputies at its session approved the draft Law “On Ratification of the Kyoto Protocol to the UN Framework Convention on Climate Change” reported the mass media.    

The Kyoto Protocol is the international agreement advising flexible market mechanisms for reducing greenhouse gas emissions between countries. For Kazakhstan Kyoto mechanisms help create conditions for the economy enhancement, particularly the energy sector, and monitor foreign companies’ GHG emissions with reporting them to the RK Statistics Agency, develop an energy efficiency policy both at the industrial and residential levels.

To date 181 countries and 1 regional community EC are Parties to the Kyoto Protocol.  

The Kyoto rules will support Kazakhstan to achieve the aim of joining the most 50 competitive world countries and will facilitate an implementation of the Industrial and Innovative Strategy focused on the GDP increase and the Energy intensity decrease concurrently.  

With this ratification we are capable to protect and promote the national energy safe policy at the conference negotiations and develop the world energy policy. 

The Status of Kazakhstan allows participation in the Kyoto Protocol along with the leading industrially developed countries. In accordance with the Marrakech Decision (2001) Kazakhstan is considered as Annex 1 Party for the purposes of the Kyoto Protocol, has 1992 as the base year with 323,6 mln. t. ??2 equ (compared to 2007 with 246,7 mln. t. ??2 equ) (Nairobi, 2006) and takes 100% voluntary commitments from 1992 (Poznan, 2008). All these decisions are crucial for elaborating a complex environmental policy in the country and Climate Change Coordination Centre actively participates in the whole process.
